I did a manual simulation of retrieving data via a "wget" from command line. It works for both urls.
Are you sure was not a typo in the url when trying?

There is no "allsensors.txt" defined for Meteoplug. But you could construct a template that contains exactly the values you are interested in and let Meteoplug fill in these.
